Manufacturing is Clinton County’s largest employment sector and it accounts for well over a quarter of all local private sector jobs, employing nearly 2,900 people. By comparison, the same metric for the state of Pennsylvania is 10.9 percent. Manufacturing is a critical component in the foundation of a strong local economy. National statistics suggest that for every added manufacturing worker, four other jobs are created. Plus, these are family sustaining jobs, with opportunities for advancement.
Throughout the area’s history, manufacturing has played a key role in the development of our communities –from early sawmills, tanneries and brick factories – people came to Clinton County to work and our natural resources generated the capital that fueled the area’s growth.

Clinton County has a well-diversified industrial base, with facilities representing the chemical industry, energy development, gas transmission and distribution, automotive lighting, steel fabrication, piezo ceramics, and commercial construction. Our largest employer, First Quality Products, has grown from a startup company with their first plant in McElhattan. In 30 years, the company has become a multi-national powerhouse with operations in the U.S. and Canada. The company continues to explore further expansion at their operations within Clinton County following the completion of their third production building and machine in 2020 at their tissue facility.
For over three decades, the Clinton County Economic Partnership has taken a proactive approach to economic development, working to create the conditions and building the infrastructure to make it easier to attract new or relocating employers. The end result has been more jobs for Clinton County residents. An example of this is their work in the development of the William Garbrick, Sr. Lamar Township Business Park, which is home to several businesses. Croda has purchased the former BJ Services facility within the Park to expand their local operations.
The William Garbrick, Sr. Lamar Township Business Park has 50 available acres in a Keystone Opportunity Zone, with active earth-moving permits already in place to reduce development time and cost. The park offers easy access to Interstate 80 and Route 220, and has all necessary infrastructure available.
The Partnership continues to support efforts to move the Renovo Energy Center power plant project ahead. We are hopeful that construction at the former Renovo Industrial Park could begin later in 2023.
In addition to this project, two other energy related projects are being pursued in northwestern Clinton County. KeyState LLC is developing a carbon capture and storage facility in West Keating Township. KeyState LLC is planning a carbon capture and storage facility in West Keating Township.
Also in the Keating area, Apex Clean Energy is planning a 1,500 acre solar field with commitments to produce 330 megawatts of generation.
